William Biegel-Former Raymond James Broker- Discloses Settlement of Customer Dispute-Houston, TX

According to publicly available records ,   William Herman Biegel (CRD#1301825)  a  stockbroker previously employed by Raymond James & Associates, discloses the recent settlement of a customer dispute.  

The Financial Industry Regulatory Authority (FINRA) is the agency that licenses and regulates stockbrokers and brokerage firms. FINRA requires brokers and brokerage firms to report customer complaints and disputes as well as regulatory sanctions. In addition brokers are required to disclose certain financial matters such as personal bankruptcies, judgments and liens.

In March 2016, a customer of Raymond James & Associates, Inc., filed FINRA Case 16-0063 alleging  that from 6/2013-9/2015 Biegel over concentrated their account, was negligent, made unsuitable recommendations , committed  common law & statutory fraud, violated federal securities laws, churned their account, traded without their authority and violated Texas securities laws. The case was settled for $245,000.

Biegel was employed by Raymond James   from May 1997 until December 2017.   He is currently not registered as a stockbroker.

Raymond James to Purchase Scout Investments for $172M-St. Petersburg, FL

April 2017- St. Petersburg, FL

Raymond James announced that they reached a deal with UMB Financial Corp (NASDAQ: UMBF) to purchase Scout Investments and its Reams Asset Management division.

According to Investment News RayJay is paying $172 million for Scout Investments and Reams which will become part of Carillon Tower Advisers, a Raymond James asset management firm.

Scout, which is headquartered in Kansas City, MO.,  was founded in 1982 as a division of UMB.

Leon Paul Rehak-Former Raymond James Broker-Named in Churning Complaint-Pompano, FL

According to publicly available records Leon Paul Rehak  , (CRD# 2331058) ,  a   stockbroker who presently works for LPL Financial,  discloses a pending customer dispute.

The Financial Industry Regulatory Authority (FINRA) is the agency that licenses and regulates stockbrokers and brokerage firms. FINRA requires brokers and brokerage firms to report customer complaints and disputes as well as regulatory sanctions. In pending FINRA arbitration 16-03193 , a Raymond James customer alleges damages of $600,000 for fraud, excessive trading, churning, unauthorized trading, breach of fiduciary duty, unsuitability, deceptive practices and other claims from 4/2004-12/2011.

Rehak has been registered with LPL Financial since 10/2016 and was with Raymond James in Ft. Lauderdale from 4/2004-10/2016.

Paul M. Alexander Jr.-Former Raymond James Broker-Discloses Customer Disputes-Palm Beach Gardens

According to publicly available records Paul M. Alexander, Jr.  , (CRD# 4285605) ,  a  currently unregistered stockbroker who last was employed by Raymond James & Associates, discloses a final regulatory event, a pending customer dispute, 4 prior final customer disputes and a termination from employment.

The Financial Industry Regulatory Authority (FINRA) is the agency that licenses and regulates stockbrokers and brokerage firms. FINRA requires brokers and brokerage firms to report customer complaints and disputes as well as regulatory sanctions. In addition brokers are required to disclose certain financial matters such as personal bankruptcies, judgments and liens.

In November 2016, without admitting or denying the findings, Alexander consented to suspension for 20 business days and a fine of $5,000 and the entry of findings that he effected transactions while exercising discretion without prior written authorization in customer accounts and without his employing firm accepting the accounts as discretionary.

Four prior customer disputes have been settled, including:

  • In 3/2016 a customer alleged damages of $244,000 for unauthorized trading. That case was settled for $95,000.
  • In FINRA arbitration 14-3677 a customer alleged damages of $60,000 for negligence, unsuitability and other claims. That case was settled for $36,000.
  • In FINRA arbitration 14-0709 a customer alleged damages of $400,000 for excessive trading, unsuitable investments, unauthorized trading and other claims. That case was settled for $250,000.

Alexander was permitted to resign from Raymond James in 3/2015 after he acknowledged to the firm that he had exercised discretion in client accounts.
