The US Attorney’s Office for the Southern District of Texas announced the arrest of Allan George Cooper, 75, of Houston, Texas. Cooper is charged with wire fraud and mail fraud in an investment scheme involving over 50 victims and $5 million.

According to the US Attorney, Cooper’s scheme, using a company call AG Cooper & Associates,  began in 2006 led investors to believe they were earning 11% interest on legitimate investments. Apparently the funds were not invested but rather spent by Cooper.

Cooper faces 20 years in prison and $250,000 fine on each charge.

The Houston Chronicle reports that Cooper, who formerly lived in Kingwood, where he served as president of the Tax Utilization Planning Corporation and Kingwood Financial Group was convicted and sentenced to 20 years for a 1984 theft case which raised $12,5 million from about 200 investors.
