Texas Securities Commissioner John Morgan revoked the investment adviser representative registration of Sarah Helen Hancock, of Dallas, TX, effective April 15, 2016. In addition Hancock was ordered to cease and desist from engaging in fraudulent conduct and to notify her former clients of the revocation.
According to the Findings of Fact in the Texas State Securities Board (TSSB) order, from January 2007 through December 2009, Hancock withdrew over $1.6 million from a customer’s account she was managing, however the actual amount of fees due under the written agreement with the client was less that $45,000.
In addition Hancock used inflated portfolio valuations as justifications for collecting excessive management fees.
