The Virginia Gazette reports that trial began against Richard Harley who is charged with defrauding investors out of $323,000 in a purported Texas oil development scheme. While holding himself out to be a wealthy investor with a billion in Texas oil reserves, prosecutors contend he was living on $500 a month on Social Security benefits while trolling the internet for gullible victims from his home in the Poconos.
Harley previously served five years in prison on a prior scam in which he claimed to have a cure for AIDs.
