The Texas State Securities Board (TSSB) announced the arrest of Christopher Anthony Zaal of McKinney, TX, on an indictment issued in Collin County on charges of securities fraud and money laundering in a $2.3 million fraudulent scheme.
Victims of the scheme were mostly teachers, administrators and other school district employees, and retirees. Some were convinced to take lump sum withdrawals from their Teacher Retirement System pension account and turn the money over to Zaal who put the money in investments (Jerrald Green and Wealth Systems International, Ltd. and Delgreene Financial Services, LLC) he represented as being safe and secure.
The indictment alleges that Zaal forged signatures and submitted annuity applications without the permission of certain individuals. Zaal was never licensed to sell securities in Texas and the Texas Department of Insurance had filed proceedings to revoke his insurance license.
